1799 - George Washington encouraged the U.S. government to be neutral in international affairs in order to avoid future wars with other nations. Many U.S. presidents followed isolationist policies, except in cases where the United States was pulled into affairs of other nations.
When WWI started in 1914, President Woodrow Wilson urged the U.S. government and citizens to continue the policy of neutrality. He issued the Proclamation of Neutrality reaffirming these standards. As the war continued, the U.S. government found it very difficult to remain neutral.
